Outside town limits the project belongs to Berkeley County: county Permitting for the building permit, county Planning & Zoning for land use, and county stormwater for land disturbance.
Where there is no public sewer, SCDES septic approval controls the schedule and the site plan at the same time — it should be the first application filed, not the last.
